The pilot project for the implementation of an automated system of contractual and commercial work control (hereinafter — the ACS VDCs) has been implemented at the stations of Pavlodar branch of the SE.
Phased implementation of ACS VDCs in all fourteen regional branches of “KTZ- Freight transportation” JSC will be completed in early April of 2017.
ACS VDCs is being implemented to effectively manage rail freight and is designed to automate the process of formation of the monthly applications portfolio, transportation paperwork, payment for freight transportation, electronic pre-information and cross-border interaction of information systems.
Conceptually ACS VDCs has no analogues among the technological IT systems of railway administrations of the former Soviet Union.
The system ACS VDCs is customer-oriented. It minimizes the paper work and ensures transparency and efficiency of freight transportation and shipping process on the territory of Kazakhstan.
The first to test the new system of electronic messaging for export and import shipments were the leading shippers of Pavlodar region, such as “Bogatyr Comir” LLP, “Eurasian Energy Corporation” JSC, Eastern open mine of Ekibastuz node of enterprises.
Members of ACS VDCs have appreciated the convenience of paperless shipment. “Now shippers do not need to spend time and resources on” walking from office to office “and collecting signatures. The entire process starting with submitting an application form GU-12 for transportation to filling in a transportation document is fully automated and transparent,” said the representative of one of the companies.
Currently decadal planning with performing electronic applications for the loading has been introduced on all roads departments. The widespread introduction of ACS VDCs will allow the “KTZ-Freight transportation” company to improve the quality of customer services for the loading and delivery of goods.
Paperless technology will be applied also during the crossing of interstate butt points with the Russian Federation; that will allow immediate verifying the data on the shippers, their payment for services on transportation of transit cargo and agreed traffic volumes. Through automation system DKR the information about goods and vehicles and the electronic transit declaration will be received in the State Revenue Committee of the Ministry of Finance before crossing the customs border of the EAEC, located on the territory of Kazakhstan. Such information is already electronically processed and sent from the butt key points — Aktau, Dostyk, Saryagash, Altynkol, Bolashak.
